SECTION 53 of the Human Security Act (HSA) provides for the creation of the Anti-Terrorism Council (ATC) to implement the HSA and assume the responsibility for the proper and effective implementation of the anti-terrorism policy of the country.  ATC serves as not only as the  central policy-making body of the government but also the national supervising and coordinating  and monitoring body on all matters relating to domestic and international  terrorism.

ATC shall also serve as the National Crisis Management Committee in cases of a national-level crisis involving acts of terrorism.
